Nichol's Sex Show

Is anyone familiar with any law or precendence about the holding of this type of show on state property? By Nichol saying he had no reason to deny permission, I wonder if the state and ultimately the taxpayers through their delegates and senators need to pass a law banning this type of entertainment on state property.
